AbstractThe early childhood years (conception to age 8) are not only the most critical time for human growth but also for development and learning. Neurological and behavioral scientists document how inadequate stimulation and interactions can disrupt basic neural circuitry and cause long-term challenges for child's cognitive development. Yet, despite the converging evidence on the importance of targeting infants and toddlers and their caregivers, in developing countries early childhood development programs tend to focus on children ages 4 through 6, with minimal focus on the needs of younger children. In this article the authors describe the design and implementation of Early Steps to Success, an early childhood program model implemented in El Salvador. The program focuses on providing comprehensive services to families and children from conception to age 3. The program has two goals, with each reinforcing the other. It aims to strengthen the child development skills and knowledge of frontline service providers and to foster their understanding that child development and early stimulation are integral parts of holistic programs for young children. At the same time, staff members work with families and caregivers to strengthen their daily support for children's development. Any intervention that promotes children's holistic development (including health, nutrition, safety, and cognitive and socioemotional well-being) is likely to be not only successful but also cost effective. To help others implement similar programs in other settings, the authors pay special attention to the practical implications and lessons learned from the Salvadoran program. (ERIC).
