Abstract | Almost 200,000 infants and toddlers come into the child welfare system each year. They do so during the period of the most rapid brain development. Maltreatment can damage the architecture of the developing brain, with lifelong consequences for both baby and society. The child welfare system has not done well at addressing the developmental needs of infants and toddlers (in some instances, actually doing more harm). The author, the executive director of ZERO TO THREE, argues for a policy agenda making vulnerable infants and toddlers a priority and creating a developmental approach to their care, with a call to action for policymakers and practitioners to join this effort.
