AbstractThis article presents the author's commentary on "Updating the Duplex Design for Test-Based Accountability in the Twenty-First Century," in which Isaac I. Bejar and E. Aurora Graf propose the application of a test design--the duplex design (which was proposed in 1988 by Bock and Mislevy) for application in current accountability assessments. Additionally, Bejar and Graf update it using today's computer technology and the current necessities of test-based accounting. The author agrees with Bejar and Graf that their proposed design can serve as a very good basis for improving future assessments. However, the question arising for the author was why such a plausible test design as the duplex design needed more than 20 years to be rediscovered and put back on the agenda of test development. In looking for an answer to this question, the author first found that Wainer and Kiely (1987), at about the same time as Bock and Mislevy, proposed a test design very similar to the duplex design. The author comments on Bejar and Graf's aim to minimize negative externalities due to test-based accountability. (Contains 2 footnotes.) (ERIC).
