AbstractOn 11 November the Government published its third skills strategy for England in six years (quite apart from Lord Leitch's "Review of Skills" commissioned by the Treasury). Entitled "Skills for Growth: the national skills strategy," this White Paper, together with a separate analytical paper and a "Skills Investment Strategy 2010-11," published on 16 November, represent some of the final documents on post-school education and training policy that will appear before the General Election. The new strategy can be seen as an expression of the twin policies of industrial activism and skills activism that have emerged as Government has sought to develop more integration between its policies around employment, industrial change and post-compulsory education. In this article, the author talks about the Government's latest skills strategy which has met with a muted response, not least because, once again, the Government has failed to recognise the breadth of the contribution education makes to creating a good society.
