| Abstract | Transmitting the achievements of civilization and the values of culture to younger generations is the task of today's higher education as the agent of socialization, the accumulation of human capital, and the formation of the middle class. All of these vital functions of higher education can be accomplished provided that efforts are made to ensure an effective contingent of secondary-school graduates every year and to include among the applicants people who, for a number of reasons, often are not in that contingent. This constitutes the most urgent systemic problem of education in Russia. School students' inequality is added to the inequality of higher educational institutions and schools. Students from low-income families, or who encounter difficulties because they live far away or due to disability have less chance to enter an institution of higher learning and continue their education. In this article, the author discusses the need for Russian schools to find ways to increase access to education for these disadvantaged people. (ERIC). |
