Abstract | This field report presents an actual case study which illustrates that the natural and social sciences, in this case ecology and economics, can and should be integrated in environmental education and the formulation of public policy. After outlining basic economic approaches for addressing environmental problems, we focus on the process and principles involved in the marketable permit system established by the 1990 Clean Air Act Amendments for preventing acid rain by reducing emissions of sulfur and nitrous oxides in the United States. The system has generated significant reductions in emissions and projected costs of compliance. The aim of this report is to help educators, scientists, corporate leaders, and elected officials apply and teach critical thinking skills in formulating wise (effective and equitable) public policies to enhance environmental quality.
