Abstract	In recent years, the emergence of non-traditional educational experiences such as online learning and certification, combined with the growth of the life-long learning market, has presented a new set of challenges for the higher education community. Increasingly, the U.S. economy is technology driven, and the need for trained personnel to support that technology places new demands on colleges priding themselves as the engine of workforce development. The need for a portable, market-driven credentialing system in community colleges continues to grow, as colleges face the challenge of satisfying an increasing demand for credentialed education/training that falls outside the traditional timeframe and model for measuring completion. The invitational colloquium hosted by National Council for Continuing Education & Training (NCCET) in 2001 produced a white paper: "More Than A Matter of Degree--Certification, Credentialing and Community Colleges." The American Association of Community Colleges (AACC) board of directors subsequently adopted eight resolutions on credentialing and certification at its April 2002 meeting that evolved from recommendations in the white paper. This action acknowledges that as employers increasingly welcome non-traditional education and credentials, they are asking colleges to "certify their product," to stand behind the education they provide, and to effectively communicate that their graduates are ready to function effectively in the world of work. This article discusses one aspect of this request which was for colleges to provide a transcript that showed more than letter grades and "seat time." In two of the eight resolutions, the AACC board focused specifically on the issue of how learning is documented: (1) AACC will advocate for the expansion of the current transcript system to include non-credit courses and programs at community colleges; and (2) AACC will advocate for the implementation and utilization of electronic systems to assist learners with the development of a Career Portfolio at community colleges. To accelerate discussion and heighten consciousness of these two related issues, NCCET hosted a third colloquium in May 2003, in Milwaukee, Wisconsin. More than 60 participants representing industry, policy makers and academia contributed to three days of active discussion, analysis and reflection among constituencies not often engaged in ongoing dialogue.
