AbstractThis qualitative study compares the development of student services at a major European university (University of Tartu) with American higher education in order to assess philosophical and organizational differences. Based on European and German models of higher education, the Estonian university has followed a pattern of emphasizing the cognitive development of students and research as a fundamental objective. American higher education, on the other hand, has typically mirrored the British tradition of the residential colleges of Oxford and Cambridge where concern for the holistic development of students was included in the teaching/learning model. In addition, there was a recognition over many centuries that extracurricular experiences contribute to learning and allow for a practical application of many learning modalities. This article discusses the evolution of an approach to student services that is moving closer to American traditions. By studying comparative systems of higher education, practitioners can be knowledgeable about developments in an interdependent world, evaluate current practice, and create the most optimal experiences to enhance student learning and individual development.
