AbstractAs a result of the "No Child Left Behind Act," there is increased emphasis on assessment in P-12 schools today. School administrators are responsible for assessing student achievement, teacher and staff effectiveness, school climate, and graduates' perceptions of school programs. At the university level, organizations, such as the National Council for Accreditation of Teacher Education (NCATE), require administrators to assess programs to meet accreditation standards. Because of these demands, school and university administrators need to know the processes involved in developing sound assessment instruments. In the author's applied advanced statistics course each spring semester, educational administration doctoral students work together to develop and validate an assessment instrument. The projects serve as a vehicle to model and teach best practices in scale development as well as address a local need for program assessment. Using examples from the course, this article discusses the processes involved in scale development: (1) adopting a framework; (2) developing items; (3) providing evidence of content validity; (4) conducting a pilot study; and (5) analyzing data.
