Abstract | This article reports the 2008 National Institute of Adult Continuing Education (NIACE) survey of adult participation in learning in the UK. Its major finding, that participation has fallen among key target groups for the Government's learning and skills strategy, calls into question the balance of current policy instruments. Inevitably, since England represents such a large percentage of the UK population, the findings reflect especially its situation--though the overall numbers participating in Scotland, in particular, highlight different challenges there. Following the active rebalancing of budgets in 2005, the annual NIACE surveys initially showed a period of relative stability, with overall numbers reporting current or recent learning held steady at 42%. In 2007, the overall number slipped 1% to 41%--well within the margin of error. This year's survey shows a further, but now statistically significant, drop to 38%, despite the numbers reporting current participation holding steady at 20%. (Contains 1 table.) (ERIC). |
