Abstract	In the 1940s, Senator Fulbright's program aimed to bring "a little more knowledge," "more reason," and "more compassion into world affairs." The most recent and authoritative statements about American higher education's roles and responsibilities in today's world reflect attitudes and aims quite different from those of Fulbright and his supporters. The senator made his mark when America was strong and self-confident. Its cultural and educational institutions were respected, but neither arrogant about their capacities nor defensive about their value as instruments of U.S. national policy. But since the 1980s, higher education's leaders have turned away from an agenda that combined strength and humility. In this article, the author shares her insights on some of the things that can be done to keep American colleges and their graduates competitive in the global arena. The author points out that institutions are short of leaders who can look critically at the nexus between their enterprises and the role and actions of their government. (ERIC).
