AbstractIn October through December 2001 the authors of this article carried out a sociological survey that studied the interconnection between the market of educational services and the labor market in the Urals Federal District. The structure of basic tendencies of the development of the market of educational services were studied, and the labor market and its dynamics over the past five years were analyzed. In addition, a study was made of young people's needs in terms of professional education. The main methods used were: an analysis of documents (statistical data, the results of surveys of employment services, and so on); expert polling and questionnaire surveying. The object of the mass surveys consisted of young people of Sverdlovsk Oblast, differentiated into groups on the basis of their "main type of activity." As a result of analyzing the state of the market of educational services and the labor market in the Urals Federal District, the authors asserted that they are characterized by the following "traits and tendencies": (1) Under the new market conditions, the educational structure of the region has demonstrated its viability, adaptability, and stability in the face of the social changes; and (2) A number of areas have emerged in the development of the institution of professional education, areas that are of strategic importance to the region's economy, which finds itself in a situation of restructuring that include: (1) The emergence of nonstate education on all levels, from the preprofessional level to the higher professional educational level; (2) emergence out of the deep crisis of primary professional education and actualization of its function of social adaptation for students and graduates; (3) strengthening of the importance of the institution of a second higher education for the various groups of young people; and (4) actualization of supplementary professional education. In addition, the authors found that the prestige of an education in the Urals Federal District today is determined by a number of factors: (1) The gradual rise of industrial production, which is in need of qualified specialists of differing levels and profiles; (2) The high demands of the private sector; (3) Change in public opinion, where education came to be seen as one of the most important factors of survival and adaptation under the new social and economic conditions; and (4) Young people's orientation toward prestigious professions and spheres of professional activity.
