AbstractA technologically literate individual should be able to use, manage, and understand technological concepts and systems. A technologically literate individual should also have the capacity to design, develop, control, use, and assess technological systems and processes. These abilities are essential elements of the universals of technology, as outlined in Technology for All Americans: A Rationale and Structure for the Study of Technology (International Technology Education Association, 1996). This report suggests that technology education programs should encourage students to "understand major technological concepts behind ... current issues" and understand technological systems by applying concepts learned in the study of technology and other curricular areas. This article will examine the use of concepts and a theoretical model of machines to guide student learning. This theoretical model of machines is designed to enable students to apply and transfer knowledge, and help students to analyze and assess future technological system inputs, processes, and outputs.
