Abstract | Analyzes the effects on inclusion rates of recent efforts to increase the participation of special needs students in the National Assessment of Educational Progress (NAEP). Data from the National Assessment of Educational Progress show that increases in the percentages of students with disabilities participating in the NAEP are not likely to result solely from revisions to inclusion criteria.
