Abstract | Discusses state involvement in transfer and articulation as being a result of increasing demands on higher education to produce well-prepared graduates despite budgetary constraints. Focuses on state involvement in developing governance structures, admission standards, and institutional missions, as well as in reducing unnecessary duplication in programs and services by increasing institutional cooperation.
