AbstractThe Foundation Skills Framework (FSF) is a work-based model developed in 1999 in response to a need for common language and understanding of the skills needed by Pennsylvania's workforce. Through funding provided by the Pennsylvania Department of Education, Bureau of Adult Basic and Literacy Education (ABLE), the original project was designed to 1) develop a common model and understanding of the basic skills adults need to obtain or maintain employment and advance to higher paying jobs, and 2) integrate work-related basic skills services within the ABLE system as well as the continuum of services of Pennsylvania's workforce development system. For more than 2 decades, the framework's flexibility and adaptability has continued to help adult education practitioners systematically support adult learners in improving workforce preparation skills that align with the education, economic, and employment needs of learners and local communities.
