AbstractThe purpose of this study was to determine which states have policies about caseloads in special education and to examine the differences between those policies. Specifically, which states have policies about caseloads in special education? What are the specific details outlined by the policies? After examining the policies for each state and communicating with representatives from several states, state-by-state information was compiled. Twenty states have no guidance or policies about caseloads. Specific policies about caseload size were found for twenty states. Each state varies in which factors or combination of factors are used to determine special education teacher (SET) caseloads. The most common factor was disability category, followed by grade level and level of support. Comparing maximum caseload size state-by-state can be difficult, since the states that have more specific guidance regarding caseloads have a variety of factors that determine their caseload policies.
