AbstractThis collection of nuanced, insightful papers is a welcome contribution to research and policy dialogue around international youth development. At the United States Agency for International Development (USAID), the lead government agency for foreign assistance, a growing understanding of the profound links between the well-being of youth and achievement of high-level development impacts in areas as diverse as economic growth, health, food security, and peace and security has been seen. This shift in awareness over the past decade has included understanding the value of youth as a population segment to be listened to and engaged with, appreciating the high-stakes nature of the youth to adult transition, and coming to terms with the impact of population demographics in our development work. This effort has involved working within various technical sectors to examine the roles that youth play in countries achieving sustainable, equitable economic growth and social stability. This commentary will address the policy environment for the kinds of research exemplified by this "Journal of Research on Adolescence" issue, as well as some of the technical challenges emerging in international youth development research efforts. Of many dynamics that make international youth policy complex, the author highlights a few in this commentary. One dynamic includes understanding processes around youth decision-making and their formulation of attitudes, beliefs, and values that are critically important to development work. A second dynamic, well-known in the youth field, is the tendency toward sectoral stove-piping and the importance of "framing" in positioning youth work. Many of the papers in this issue highlight these processes that are critically important to development work. (ERIC).
