AbstractIt was unknown how campus public safety administrators view the relationship between planning and training for incidents when it came to improving campus safety by implementing emergency preparedness and critical response policies and procedures, in combination with comprehensive training for faculty, staff, and students. Therefore, the purpose of this qualitative phenomenological study was to explore the perceptions of community college and university campus public safety administrators to understand their perceptions regarding the relationship between planning and training for safety incidents. This study was guided by two theoretical frameworks: Maslow's Hierarchy of Needs and structural violence theory. The researcher followed a qualitative phenomenological research design where she collected data via semi-structured interviews with 14 participants. The 14 participants currently worked as sworn law enforcement officers for two educational institutions (College A and University B) located in the northeastern United States. Four main themes emerged from the dataset that indicated the following: (a) the campus environment contributes to effectively planning for campus safety incidents, (b) policies assist in planning for campus safety incidents, (c) mandatory exercises and professional development are key to preparing for campus safety incidents, and (d) restrictions on funding and the hiring of staff. Colleges and universities are encouraged to examine funding issues, particularly in community college environments, as research has indicated that these educational institutions typically have less funding and resources than their larger university counterparts. If funding is an issue in relation to training, colleges and universities can continue educating all stakeholders through cost-effective practices such as e-learning programs. Additionally, colleges and universities should review their current policies and procedures of preparing and responding to campus safety incidents to ensure that they are reflective of the student body. By taking students' perceptions of campus safety into consideration, it can increase appropriate responses and planning for emergency situations in the future.
