Abstract | This framework was developed to to support universities in England to identify courses where value or quality might be a problem and act on it. It aims to: (1) address concerns about low-value courses; (2) build public and government confidence in the quality and value of courses; and (3) show Universities UK's commitment to being consistent and transparent in this area. This tool was developed to enable a shared understanding of what is meant by low value and low-quality programmes that is meaningful to stakeholders including students, universities, employers, government, and the general public. It provides a robust approach to identifying and remedying any programmes which fall short of expectation, through enhancement, restructuring and, where applicable, closure of a course.There are three key sections of the framework that universities in England are encouraged to integrate into their programme review processes: (1) Principles for programme review processes; (2) Measures for monitoring provision; and (3) Demonstrating the sector's commitment to transparency and consistency. As part of their commitment to supporting their members in England, Universities UK will: (1) Support members to embed the principles; (2) Share best practice between institutions; (3) Work with stakeholders to consider how the changing views of students, graduates and the government can be reflected; and (4) Carry out an evaluation of how well the framework works.
