Abstract | The word "homeless" typically does not bring to mind images of children and youth; but in reality, more than 1 million children and youth experiencing homelessness have been identified by U.S. public schools every year since the 2010-2011 school year (National Center for Homeless Education, 2016). Further, the number of students experiencing homelessness identified by schools nearly doubled between the 2004-2005 and 2013-2014 school years (2016). Subtitle VII-B of the McKinney-Vento Homeless Assistance Act, reauthorized in 2015 by Title IX, Part A of the Every Student Succeeds Act (42 U.S.C. § 11431 et seq.; hereafter the "McKinney-Vento Act"), guarantees educational rights and supports for students experiencing homelessness. This brief summarizes the key provisions of the McKinney-Vento Act related to the identification of children and youth experiencing homelessness and provides an overview of implementation strategies at the state and local levels.
