AbstractBuilding on four years of stocktaking and the 2018 Guidelines on Developing Qualifications Frameworks these Guidelines capture an important way forward to accelerate implementation of qualifications frameworks and quality assurance at subject level. The new Guidelines aim to provide a reference document for Member States to operationalize their national qualifications frameworks at subject and programme levels in order to have a well-developed and well-functioning qualifications system. The overarching purpose and the desired outcomes of the Guidelines are: (1) define and link quality assurance with qualifications frameworks for operationalizing quality tools at subject level in the Asia-Pacific region; (2) determine the dimensions and principles of quality assurance based on the lessons learned in two subject fields -- educational studies and cultural heritage management; (3) highlight the challenges and potentials in implementing quality standards or achievement standards at subject level; and (4) envision the way forward in implementing quality assurance arrangements at subject level as a shared responsibility within and between internal and external stakeholders to promote recognition, employability and mobility in the Asia- Pacific region. Overall, the Guidelines incorporate the principles of continuous mutually reinforcing processes (both top-down and bottom-up) and multiple ownership of quality assurance (QA) processes. The document advocates for a Chief Learning Scientist/Architect, highlights the importance of outcomes-based programme development and planning, and emphasizes the value of continuous professional development of teaching personnel, as well as building a culture of quality among faculties.
