AbstractUnder the Individual with Disabilities Education Act Part C state administrators have reported data for compliance since the inception of the program in 1986. Recently, Results Driven Accountability (RDA) introduced a shift to use data for continuous improvement at the state and local levels. The researcher used a multiple case study to investigate the factors that influence the behavioral shift from using data solely for compliance to using data for continuous improvement required under RDA. Exemplar state administrators were selected through a review of national profile data and a survey of eight experts who identified exemplar Part C coordinators in three key areas of Data-driven decision-making (DDDM): technology solutions, collaborative practices, and program governance. The researcher investigated exemplar DDDM factors through interviews with state staff, document analysis, memos, and an interpretive community. The exemplar state administrators in this study highlighted the types of decision made using data, the role Part C coordinators play in training local programs to use data, and the strategy for using compliance data to begin informing continuous improvement decisions. The environmental factors that contribute to the use of data were collaborative decisions making, staffing, leadership support, program governance structure, comprehensive program data systems, and technical assistance. The personal factors that contributed included the state administrators' stance towards using data for continuous improvement, data interpretation, and DDDM self-efficacy and anxiety, which was influenced by their educational and professional experiences. Other state administrators can learn from the factors that influenced the exemplar state administrators' DDDM practices. Ultimately, policies such as RDA can support state administrators to use their data in new ways to support their decision making.
