Abstract | While numerous recent authors have studied the effects of school accountability systems on student test performance, there has been very little research with regards to school mobility with school performance grades in an A-F system. For the purpose of this study, mobility is defined as a school's ability to have an increase or decrease in their annual school performance grade. This study reveals that the current North Carolina School Performance Grades model does not allow for schools to freely move along the A-F scale. Additionally, this study analyzes the impact that a different weighting formula would have on a school's ability to move along the A-F scale in comparison to the current weighting formula. The researcher will present evidence that the weighting must be changed to allow for schools to have more mobility in the school performance grade.
