AbstractJourney to College and Career (JTCC) is a PreK-12 program implemented at the research site to help students graduate from high school and plan for their future. JTCC had not been evaluated for its effectiveness at the research site regarding high school retention by determining (a) whether the goals and objectives of JTCC were being met and (b) trends in high school completion rates from its implementation to the present. The purpose of this project study was to provide educational stakeholders such as teachers, counselors, administrators, and test coordinators with recommendations for the program and strategies for improving high school retention. The conceptual framework for this project was based on the program logic model of program evaluation theory. The guided questions asked whether there were measurable impacts of JTCC's strengths and/or limitations on student retention. Stratified purposeful sampling was used to select 6 stakeholders based on their role in JTCC program implementation. A program evaluation was performed and data were collected through (a) stakeholder observations during JTCC stakeholder leadership meetings, (b) individual stakeholder interviews, (c) a review of the JTCC program document, and (d) public records to identify trends in high school completion rates. Data analysis for the evaluation of JTCC was recursive in nature employing repetitious coding methods to organize information. The findings of this study showed positive trends in high school completion rates from initial JTCC implementation to present and goals and objectives of JTCC have been met. Positive social change will stem from recognition among all stakeholders of the importance of high school retention rates and improvements to JTCC. Potential JTCC benefits to the participating school district are higher high school student graduation and retention rates.
