Abstract	For children to be successful, schools must provide a safe and secure environment in which teachers can teach and students can learn (Skiba & Sprague, 2008). In California, state regulations require that schools maintain an appropriate school climate on campus, in classrooms, and at school sponsored events (California Education Code 35294). The purpose of this study was to examine the experiences and perceptions of district leaders, school administrators, and teachers regarding the development and implementation of the Comprehensive School Safety Plan. This case study's participants included district and school leaders and teachers at three elementary schools within one rural Southern California elementary school district. The study was comprised of semi-structured and focus group interviews, on-site observations, and a document review, including each site's safe school plan. Findings indicated that while schools have complied with the mandated creation of their school safety plan there are various challenges in obtaining and incorporating staff input into the plan. In addition, school leaders struggled to communicate the various elements of the plan to their staff effectively. Finally, the limited implementation of the safe school plan suggests that further training and support is needed in this area.
