AbstractThis project study is an evaluation of a job-training program designed to serve unemployed adult learners at a community college. The program lacked empirical data about participants finding employment. The rationale for selecting the problem is the need to provide skill development and vocational training in response to high unemployment rates. The theoretical framework for the study was the logic model. The study was guided by research questions related to the inputs, the activities, and the intended outcomes of the job-training program. The research design was a qualitative program evaluation that employed case study methods. Data were collected using multiple sources, such as interviews, observations and program documents. Data analysis methods included classifying data with the logic model categories, describing thematic developments collected from the data, and examining formative and summative outcomes related to employment. The logic model was used to provide a framework for the evaluation and helped to analyze the program's activities (input, outputs, and outcomes) and findings. A key finding is that the program is effective at transitioning 95% of its participants from unemployed to employed status. The recommendation includes evaluating future cohorts to ensure continued program effectiveness. Implications for positive social change include the use of empirical data to improve and replicate a presumed effective job-training program that employs its participants thus contributing to personal success and development.
