Abstract | This guide describes the role of enforcement and community organizations or groups in preventing underage drinking parties and how to safely disperse them. It describes the problem of underage drinking, in general, and youth-drinking parties in particular. It provides step-by-step information on how to address underage drinking parties and how to use enforcement campaigns to bring about changes in community norms concerning underage drinking and parties. State and local enforcement agencies, policymakers, and concerned citizens can use this guide to: (1) gain an understanding of the issues related to underage drinking; (2) motivate policymakers, communities, and law enforcement agencies to place greater emphasis on underage drinking and preventing and controlling parties; (3) learn the operational steps that should be taken to prevent and disperse underage parties; (4) identify barriers to addressing underage parties in their communities; and (5) learn about strategies to overcome these barriers.
