AbstractFor too long, educators have been left to their own devices when implementing educational policies, initiatives, strategies, and interventions, and they have longed to see the full benefits of these programs, especially in reading achievement. However, instead of determining whether a policy/initiative is working, educators have been asked to implement different policies/initiatives before they could see and measure the benefits of the ones currently in place. This researcher believes she speaks for many educators in expressing the discouragement that results from this approach. These initiatives often are costly and sometimes are similar in form. Frustration with this situation has led this researcher to conduct an evaluative study of one commonsense policy/initiative utilized to improve reading achievement and consequently develop an implementation plan for class size reduction (CSR) that comprises planning, implementing, and evaluating to maximize CSR's benefits to improve third grade reading achievement. Why evaluate the implementation of CSR? It is important because CSR has demonstrated success in improving academic achievement. This study focuses on the need for an implementation plan/guide for CSR and results in the development of an implementation plan. Specifically, this implementation plan/guide should provide the essential elements necessary to maximize the benefits of CSR. An evaluation regarding the use of CSR and its success in improving third grade reading achievement was performed by reviewing the results of the Tennessee Student Teacher Achievement Ratio (STAR) study, analyzing national trend data of reading assessments, analyzing trend data from four states that used CSR, and conducting a survey on the implementation of CSR and the use of a plan or guide. The results of the survey indicated that CSR frequently was implemented without a plan/guide and that the plans/guides that were used did not necessarily include components that teachers expressed would be supportive. The results of the trend data from the four states reviewed bear a stark resemblance to the national trend data--small gains in third grade reading. CSR needs to be implemented with a plan/guide to fully maximize its benefits. Moreover, this plan/guide should be used consistently in all states. The plan proposed in this dissertation entails essential elements for planning, implementing, and evaluating, with emphasis on the instructional framework and monitoring and evaluation.
