AbstractThis study explores the relevancy and implementation of specific United Nations Educational, Scientific, and Cultural Organization (UNESCO) "Education for All" recommendations and policies using key documents from the Nigerian Federal Ministry of Education (FME), the Nigerian Teachers Union (NUT), UNESCO reports, academic scholars, and the perspectives of four alumni from high schools in Nigeria. Three vital concerns regarding the development of education in senior secondary schools are highlighted: resource availability, information and communications technology (ICT) development, and teacher satisfaction. Thematic analysis was used to identify major themes and illustrate data relationships. Issues central to resource availability in Nigerian high schools include a lack of resources throughout the public school system and the need for good leadership and effective collaborations. ICT development relied on enhancing institutional readiness, increasing resource availability and building capacity. Teacher satisfaction was associated with the effects of chronic resource shortages, low salaries, and the ongoing need for well-trained teachers. The findings report that chronic resource shortages at all levels have stalled institutional readiness and diminished institutional capacity. Furthermore, persistent underfunding throughout the education system continues to compromise education goals.
