Abstract | The Vanderbilt Assessment of Leadership in Education is a 360 assessment of principals' learning-centered leadership behaviors. The instrument was designed to provide formative and summative assessment to principals on the leadership behaviors most important to student learning. The purpose of this report is to describe the standard-setting procedure undertaken to establish national performance standards for the VAL-ED. Item means from a national field trial including principal, teacher, and supervisor responses from 218 complete schools were used. We assembled a standard-setting panel of 22 educational experts from around the country to complete a modified bookmark standard-setting process. In groups, panelists underwent three rounds of bookmarking, placing their bookmarks independently after each round. The final bookmarks were used to determine cut scores, though a majority of panelists agreed to adjust the established cut scores after the task was completed, based upon the impact data they received. After undertaking and documenting this standard-setting process, we believe that the performance standards created for VAL-ED can validly be used to categorize the leadership effectiveness of K-12 school leaders.
