AbstractThis is the 8th annual report on conditions affecting the Racine Unified School District RUSD). Each study has confirmed that the Racine Unified School District (RUSD) faces greater challenges than its peers. Although these challenges have led Racine to spend slightly above the average amount per pupil, district performance tends to be below average in some areas, including standardized test scores and student engagement. However, this report does note increasing instructional spending and improvements in standardized test scores for the district as a whole. Major findings include: (1) RUSD enrollment for 2004-05 decreased by 1% over the previous year; (2) RUSD raised its ranking on operations spending per pupil; (3) RUSD had a student-teacher ratio of 14.6:1 for 2004-05, the lowest ratio among peer districts; (4) For the second year in row, RUSD made improvements on all pupil participation measures.; (5) RUSD showed a slight improvement in both athletic and music participation; (6) RUSD had the 2nd highest expulsion rate in 2003-04; and (6) RUSD continued to increase the percentage of student scoring at or above proficient on the 3rd grade reading test. Two appendixes are included: (1) Definition of Terms; and (2) Individual Schools. (Contains 35 figures and 30 tables.) [This report was commissioned by Education Racine, Inc.] (ERIC).
