Abstract | The National Foundation for Educational Research (NFER) carried out an evaluation of a pilot/programme that was introduced in 2004 to help raise the achievement of bilingual learners in primary schools. Within participating authorities, pilot consultants were appointed and were managed by the Primary National Strategy managers and the Ethnic Minority Achievement managers, to help embed the pilot/programme within the Primary National Strategy. In the qualitative phase of the research local authority personnel and practitioners were consulted in 21 schools within seven local authorities. Reported findings include: (1) Key strength of the EAL programme was its ability to reach a broad range of pupils; (2) Programme had the greatest immediate impact when an effective consultant had support from local authority colleagues and went into a school where there was strong commitment to the programme from the senior leadership team; and (3) Pilot helped to improve teacher confidence in meeting the needs of their bilingual learners.
