Abstract | This report presents the findings of an analysis of the new or updated Children and Young People's Plan (CYPP) published in 2007. The documents analysed, known variously as plans, reviews or refreshes, are collectively referred to throughout the report as CYPPs. Attendees at the Planning for Excellence (PFE) network workshops suggested that further analysis of the CYPPs should focus on topics of current relevance to local authorities. They, together with the Local Government Association (LGA), highlighted a particular interest in the commissioning process. The value of analysing the 2007 CYPPs in relation to the areas of safeguarding and looked-after children (LAC) was also raised. In addition, the analysis of the 2007 CYPPs examined their format and presentation in the same way as in 2006. This report therefore presents findings on: (1) commissioning; (2) safeguarding; (3) looked-after children; (4) format and presentation. It was also suggested at the PFE workshops that analysis of the plans should be combined with qualitative research examining the planning processes. A follow-up report detailing findings from local authority case studies focused on the planning processes is planned for later in the year.
