Abstract	The Mariner Model provides a step-by-step systems-building process and tool by which schools, school districts, and communities can develop capacity and create an infrastructure that supports continuous improvement in health-promoting environments for children. The Mariner Model follows a public health program planning development model that is consistent with theories of systems change and supported in school health as well as school reform literature. The manual is organized as follows: (1) Gaining Commitment of Stakeholders; (2) Identifying Issues from a Local Perspective; (3) Determining Priorities: Setting Goals and Objectives; (4) Developing Action Plans: Developing Strategies, Action Steps, and Responsibility Lists; (5) Facilitating Implementation; (6) Conducting Evaluation: Program Assessment for Continuous Improvement; and (7) Conclusion. Sites utilizing the Mariner Model recognize it as reducing barriers to learning, increasing readiness to learn, and providing opportunities for school success for all students. (ERIC).
