| Abstract | As with past practice, publishing this set of guidelines officially launches the higher education capital planning and budgeting process for fiscal years 2007-2012. The guidelines include a schedule, definitions, planning assumptions, statewide considerations, and instructions for presenting a six-year capital plan. Contents include: (1) Introduction; (2) Schedule; (3) Overview: The Fundamental Rationale of the State's Capital Funding System; (4) Exceptions to the Policy of Campus Financial Responsibility; (5) Limitations on the State's Debt Capacity, and Related Matters; (6) Implications of the Capital Funding System for Campus Capital Plans; (7) The Use of State Capital Appropriations By State Colleges and Universities; (8) The Continuing Need for the Submission of Capital Plans; (9) Capital Plan Presentation; (10) Capital Plan Format: Organization for Submission; and (11) Filling in Project Request Forms in HEI. Appended are: (A) General Definitions; and (B) Description of Types of Capital Projects. (ERIC). |
