AbstractBackground: For more than 30 years since 1972, the Government of Japan has contributed funds to UNESCO for implementation of the Mobile Training Team (MTT) projects. The MTT assists Member States enhance their capacity in development oriented educational innovation through intra-country study visits, training courses, workshops and technical assistance. This report evaluates the MTT projects that have been implemented since 1996. Purpose: To present evidence that the MTT projects have made an impact. To identify success factors and problem areas in MTT implementation including assessment of long term effects. To explore new directions and strategies to improve the MTT projects during their Seventh Programme Cycle. Study Sample: Twenty nine projects in Bangladesh, Bhutan, Cambodia, China, Fiji, India, Indonesia, Kazakhstan, Korea, Lao PDR, Malaysia, Maldives, Marshall Islands, Mongolia, Myanmar, Pakistan, Papua New Guinea, and the Philippines. Research Design: Descriptive; Interview. Data Collection and Analysis: Data collection consisted of analysis of project documents, study visits by two evaluation schemes to MTT implementing countries, field questionnaires and an evaluation meeting. Findings: All Asia-Pacific countries in the study have promoted educational innovation. Inter-country cooperation has been promoted. National capacities for educational change have been enhanced. Conclusion: No recommendations for restructuring the project were made. A regional perspective should be used to develop and implement MTT projects to include multisectoral and interagency participation. (Contains 6 tables.)
