Abstract"2P1" is the Carl Perkins label for an institution's graduation performance rate. Systems receiving Perkins funds, like Virginia's 23 community colleges, are expected to meet a federally approved 2P1 target rate. For the 3-year period 1999-2001 Virginia Western Community College (VWCC) was one of seven community colleges in the VCCS (Virginia Community College System) that failed to meet the 2P1 target rate. The VCCS defines 2P1 as the percentage of full-time, first-time occupational technical students who graduate within 150 percent of the normal program completion time. Whether the student is enrolled in an Associate, Certificate, or Career Studies program, 150 percent is assumed to be three years. Each Fall produces a new cohort of first-time, full-time OT students; any student in the cohort who earns a degree within the subsequent 3-year period is counted, even if the degree eventually earned is not OT. The small size of the VWCC cohorts enabled transcript data to be analyzed on a student-by-student basis to determine why the 2P1 graduation rate was so low. Recommendations for improving the rate include: a new emphasis on tutoring, especially for African American students; special attention to programs that have zero or low cohort graduation rates; the addition of new Career Studies programs that could be more easily acquired in the first three years as a prelude to the Associate degree; modification of VWCC's graduation policy to address the problem of students who complete graduation requirements but do not apply for graduation; a reinterpretation of the first-time rule for health technology students, most of whom take prerequisite classes before entering an Associate program; and extension of the 3-year period to include the summer of the third year. A preview of the 2003 cohort, whose 3-year span ends with the 2006 spring semester, shows VWCC on the brink of another 2P1 shortfall unless intervention occurs.
