Abstract"Zero to Three" is a single-focus bulletin of the National Center for Infants, Toddlers, and Families providing insight from multiple disciplines on the development of infants, toddlers, and their families. Conceived by the Zero to Three Child Welfare Task Force, this issue focuses on agents of change for infants and toddlers in foster careindividuals, programs, institutions, and systems that are concerned with the growing numbers of very young children in the foster care system and their distinct, though often unrecognized, vulnerability. The featured articles in this issue are as follows: (1) "Ambiguous Outcomes, Imperfect Tools: Challenges in Intervention with Young Children in Foster Care and Their Families" (Alicia F. Lieberman); (2) "Attachment and Biobehavioral Catch-Up: The ABC's of Helping Infants in Foster Care Cope with Early Adversity" (Mary Dozier, Deane Dozier, and Melissa Manni); (3) "Babies in Foster Care: The Numbers Call for Attention" (Fred Wulczyn and Kristen B. Hislop); (4) "Treating Infant-Parent Relationships in the Context of Maltreatment: Repairing Ruptures of Trust" (Julie A. Larrieu); (5) "Sharing Child Development Expertise in Court: Respect, Rules and Roles" (Martha Grace, Cindy S. Lederman, and Joy D. Osofsky); (6) "Building a Pathway of Well-Being: The Story of the 'Healthy Development Checklist for Children in Foster Care'" (Sheryl Dicker and Elysa Gordon); (7) "Providing Mental Health Services to Young Children in Foster Care: A Family-by Family, Moment-by-Moment Approach to Change" (Elaine Groppenbacher, Cynthia Hoard, and Sandie Miller); (8) "Working toward Relationship-Based Child Welfare Practice: The SEED Model after 5 Years" (Kathryn Orfirer and Diana Kronstadt); (9) "The Accidental Advocate: Moving from Individual Case Advocacy to System Change" (Judith A. Silver); (10) "Play and Learn at Our Place" (Randy Lee Comfort); and (11) "Intervening with Young Children in Foster Care: Using Countertransference Reactions to Facilitate the Therapeutic Process" (Theresa Jacobsen).
