Abstract | A study on the missions of postsecondary education providers in England identified a range of practice in establishing an institutional mission and presented proposals for the effective development and review of institutional missions. Phase 1 of the project involved research and analysis. A brief literature review focused on mission statement development and use, in both provider organizations and the corporate sector, and identified the value of the process of mission development, especially when mission is developed with stakeholder involvement and used to drive strategy and operational activity. A sample of local Learning and Skills Councils were surveyed as to their use of provider missions. Analysis was undertaken, highlighting various approaches to missions and their development as well as issues for consideration. This survey of providers indicated the development, content, and use of mission are variable among providers. In Phase 2, a framework for mission development and review was proposed. Section 2 of this report sets forth a step-by-step guide to assist organizations in the mission development process, followed by explanatory notes on the five phases: envisage the future, form a mission team, develop a draft mission, communicate final mission, and operationalize the mission.
