| Abstract | This publication offers guidance to school-board members, superintendents, and district staff in the planning, implementation, and rebuilding phases of a faculty or staff strike. It is intended to be used before a strike is imminent so that a strike plan can be implemented and the effects during and after a strike can be mitigated. The handbook begins with background information of recent school strikes in California. It continues with suggestions for avoiding and preventing strikes under California law. The next section offers practical tips on preparing for a strike, stating that solid preparation is the key to surviving a strike with minimal disruption and the best chances for rebuilding relations. The next section provides the key issues to consider when drawing up a strike plan. The handbook concludes with the steps to take after a strike, focusing on ways to resume normal operations and rebuild relations with striking employees. Appended are a glossary of legal and personnel-policy terms, a collective-bargaining flowchart and narrative, and checklists summarizing key actions for districts to take before, during, and after a strike.
