Abstract | College of the Canyons, California, is the only public institution of higher learning in the Santa Clarita Valley, and serves a 367-square mile area. This publication addresses the issues of planning, long-range strategic goals, and decision-making as they pertain to the College. The College has identified the strategic goals areas for 1998-2001 as Teaching and Learning; Student Support; Cultural Diversity; Human Resources; Institutional Advancement; Institutional Effectiveness; Financial Stability; Physical Resources; Campus Climate; Technical Advancement; and Innovation. The document also identifies local board policy on collegial consultation, including (1) What is meant by the term "shared governance"? (2) What needs to be done by local boards and academic senates to implement the regulations to ensure the right of academic senates to assume primary responsibility for making recommendations in the areas of academic and professional matters? (3) In adopting or modifying policy on academic and professional matters, does the governing board have to meet directly with the senate? The paper also addresses the roles of the academic senate and exclusive bargaining agent, students and staff, academic hiring procedures, and many other issues.
