AbstractThis report is the fifth analysis of state reports to examine the extent to which states publicly report information about students with disabilities in statewide assessments. The report describes statewide testing systems and evaluates whether these systems include participation and performance information for students with disabilities. It finds that the number of states reporting both participation and performance results for students with disabilities on all tests has increased from 16 to 28, with an additional 16 states reporting test results for students with disabilities on some state assessments. Thirteen states publicly reported both participation and performance results for their alternate assessments. The following recommendations are offered: (1) provide data in a timely manner; (2) establish reporting practices consistent with the Individuals with Disabilities Education Act (such as disaggregation of data); (3) report participation rates for students with disabilities; (4) report the number and percent of students with disabilities using accommodations; (5) report disaggregated performance results for all subgroups in the same data table; and (6) post all Web-based assessment results under a clear heading and post results for students with disabilities in the same place as results for all students. Eight appendices include letters to State Directors of Special Education and more detailed data analysis. (Contains 17 references and 17 figures.) (DB)
