Abstract | In its eighth year of evaluating children's services in the state, the Children's Program Outcome Review Team (CPORT), under the direction of the Tennessee Commission on Children and Youth, continued to collect and analyze data to improve service delivery to children and families involved in state custody. Using the Quality Service Review methodology, the Commission conducted 349 intensive case reviews on a random sample of children in state custody in each of the 12 regions sufficient for 95 percent validity statewide. This report provides an overview of the CPORT process and presents demographic information and determinations of the status of child/family on various indicators as well as the adequacy of service system functions on the cases reviewed in 2001. The 2001 findings indicated that the overall status of children remained the same as the previous year, with emotional well-being continuing as the primary factor in defaulting the overall status of the child to negative. The overall service system function declined to 38 percent in 2001 from 42 percent in 2000. Inadequate assessments and permanency plans contributed to inadequate progress achieved by the family, especially the families of children in foster or group placements. Adequate service coordination and continuity was present 69 percent of the time. The report includes recommendations, based on the information collected in the CPORT process, for improving service, for training staff, and for additional resources.
