Abstract | In August, 1997, the California State Legislature created CalWORKs as California's version of federal welfare reform, known nationally as the Temporary Assistance for Needy Families (TANF) block grant. Cal WORKs provides that each eligible adult recipient may receive up to 60 months of assistance during their lifetime. All adult recipients must work or participate in welfare-to-work activities to remain eligible. This report, prepared for the California Community Colleges Chancellor's Office for the Center for Law and Social Policy, describes state-funded programs and services offered to CalWORKs recipients enrolled in community colleges. In the 1999-2000 academic year, 107,087 CalWORKS recipients were enrolled in community colleges. Forty-three percent of those students received no financial aid. The Chancellor's Office tracks the employment and earnings of student recipients while they are in school and for several years after leaving through enrollment and state welfare records matching. CalWORKs students are parents, and are more likely to be women and ethnic minorities. They are also twice as likely as the general community college student body to not have a high school diploma. But studies find that CalWORKs and AFDC students close the earnings and employment gap over time. One year after leaving school, median annual earnings for CalWORKs students increased by 42%, while the earnings for the general student body increased by only 13%. (NB) |
