AbstractOhio has used 12 disability categories to report and fund students with special education needs. In June of 2001, the Ohio General Assembly divided the "other health handicapped" category into 2 categories: "other health handicapped-minor" and "other health handicapped-major." Students identified in the major category are considered medically fragile and receive more funding than those identified as minor. This memo analyzes the medical conditions for students identified as "other health handicapped" and reports the number of students within each of these classifications. It further describes how school districts vary in their identification of "other health handicapped." The survey of 538 school districts found the 5,538 students classified as "other health handicapped" have over 350 medical diagnoses and that only 1.7 percent would qualify for the category of "other health handicapped-major." The memo concludes that the definition of a medically fragile child selected by the Ohio General Assembly and the functional conditions meant to clarify that definition may be too stringent for the purpose of identifying children as "other health handicapped-major." Appendices include definitions of functional conditions used to identify a medically fragile child and a list of medical diagnoses affecting 10 or more students statewide. (CR)
