AbstractThis report describes the discussion and outcomes of a national summit on barriers to student learning that brought together leaders representing national, state, and local agencies and organizations. The report highlights specific gaps in policy and practice related to five fundamental areas: (1) measures to abate economic inequities/restricted opportunities; (2) primary prevention and early age interventions; (3) identification and amelioration of learning, behavior, emotional, and health problems as early as feasible; (4) ongoing amelioration of mild-moderate learning, behavior, emotional, and health problems; and (5) ongoing treatment of and support for chronic/severe/pervasive problems. The report then explores "big-picture" implications. Fundamental concerns are underscored regarding the absence of an integrated set of policies for addressing barriers to learning and the inadequate attention to closing critical gaps in each area. It is recommended that policy must ensure that resource mapping and analyses encompass all resources used to address barriers to learning, linking mechanisms for system change are established, inservice training is upgraded and provided to all involved parties, and more is done to promote parent involvement. Appendices include discussions on fundamental concerns about policy for addressing barriers to learning, and thoughts about improving policy. (CR)
