AbstractEight work force literacy initiatives were conducted in British Columbia (BC), Canada. The primary objectives and key activities of the initiatives were as follows: (1) alliance development (developing partnerships and linkages promoting and supporting work force literacy); (2) public awareness (conducting presentations and media relations and producing a bulletin); (3) business incentives (conducting direct mail campaigns, business breakfasts, and an awards program); (4) labor awareness and support (designing materials and resources to raise awareness of the need to address work force literacy issues at all levels of the labor movement); (5) practitioner development (piloting an electronic conferencing system for work force literacy practitioners); (6) new program support (providing resources, referrals, and general consultation to foster new programs); (7) accredited curriculum design (exploring the feasibility of developing university-accredited training for work force literacy practitioners); and (8) portfolio evaluation (researching the utility of electronic learning records for employees and employers). The following conclusions emerged from reviews of the initiatives: (1) however time-consuming and intangible, relationship building is the key to promoting work force literacy; (2) there is no work force literacy "field" in BC; (3) resources for "core" activities remain insufficient; and (4) benchmarks, measurable impacts, and strategic rigor are needed.
