AbstractBefore the break-up of the Soviet Union, Armenia had a highly developed and expensive education system, matching the needs of the command economy. The government is now facing an enormous challenge to sustain universal coverage and performance standards in primary-secondary education with a small fraction of the former budget, while reorienting the system to the needs of a democratic society and market economy. The system in Armenia still suffers from widespread inherited inefficiencies. This study sought to clarify the significance of these inefficiencies for the future costs and performance of the system, to highlight the trade-offs involved, and to identify further measures needed to overcome the constraints to rationalization. This paper examines recent evolution of the structure of inputs and expenditure to general education in Armenia in comparison with international norms and practice, and outlines various approaches that have been proposed for restructuring the system in the context of the government's sectoral reform strategy. The paper uses a simple model to project the future cost impact of different policy options in relation to fiscal projections for the next decade, and to highlight the potential tradeoffs in terms of national education objectives. Conclusions concern the depth of rationalization and the financing strategy that would be needed to sustain universal access and quality of the system over the medium term. Also, some of the practical and institutional obstacles to actually implementing rationalization are identified and solutions are proposed. The model can be adapted for ongoing use by policymakers in Armenia to test alternative scenarios under different assumptions, or for use in other countries.
