AbstractThis Kids Count report examines statewide trends between 1990 and 1998 in the well-being of Arizona's children. The statistical portrait is based on several indicators of well-being, including: (1) children in poverty; (2) babies born at risk; (3) children in families receiving Temporary Assistance to Needy Families (TANF); (4) children in families receiving food stamps; (5) students approved for free/reduced price lunch; (6) school dropouts; (7) births to teens; (8) juvenile arrests; (9) juvenile arrests for violent crimes; (10) commitments to the Department of Juvenile Corrections; (11) reports of child abuse and neglect; and (12) children in foster care. Chapter 1 of the report indicates that progress has been made in reducing the teen birth rate, increasing the number of families receiving subsidies to help pay for child care, increasing the availability of publicly funded preschool programs, increasing the use of prenatal care, and reducing the arrest of juveniles for violent crimes. However, the rate of children growing up poor, the prevalence of school-age children with limited English skills, the percentage of children with no health insurance, and the incidence of babies born to mothers who are young, single, poor, or lack a high school diploma have all grown. Chapter 2 presents indicators on a county-by-county basis, revealing considerable variation in risk indicators by county. Chapter 3 explores the issue of children and violence. The report's appendices present state and county child populations and data notes and sources. (EV)
